Tolegen Mukhtar Adilbekovich
Tolegen M.A. graduated with honors from Y. Altynsarin Secondary school. From 1997 to 2001, he studied at the Kazakh State Law Academy (Almaty), and graduated with honors from Criminalistics Faculty of KazGUU in Law. From 2001 to 2003, he worked at the North-Kazakhstan Law Institute of KazGUU (Pavlodar): specialist of the first category-translator, lawyer of the Department of Organizational and Personnel Support, responsible secretary of the admission committee, teacher of the Department of Criminal and Civil Law Disciplines. From 2002 to 2006, he studied at the graduate school of the Institute of State and Law, KazGUU. In October 2006, he successfully defended thesis on "Informational Support for Crime Prevention in the Republic of Kazakhstan" and held scientific degree – candidate of juridical sciences majoring 12.00.08 - Criminal Law and Criminology, Criminal enforcement law. From 2003 to 2006, he worked at the Almaty Law Academy of KazGUU: assistant rector, teacher of the Criminal Law and Criminology Department, chief specialist at the Science Department at KazGUU. From 2006 to 2007, Mukhtar Adilbekovich was the head of the Department of Legal Disciplines of the Law and Economics College, KazGUU. From June to August 2007, he was the Chairman of the electoral section No. 169 of Bostandyk district of Almaty. From 2007 to 2008, he worked as the dean of the Faculty of Business Law and Finance of the Almaty Law Academy of KazGUU (Almaty). In 2011, he held academic title of associate professor in Jurisprudence (Decision of the Ministry of Education and Science of the Republic of Kazakhstan dated 30.06.2011, ДЦ No. 0002253). He is a Reserve Lieutenant of the Ministry of Defense of the Republic of Kazakhstan. From 2008 to 2012, he worked at Al-Farabi KazSU: Advisor to the Rector of Al-Farabi KazSU, assistant rector, deputy dean for educational and methodical work of International Relations Faculty at Al-Farabi KazSU (Almaty). From January 26, 2012 to May 24, 2016, he held the post of Vice-rector on Educational and Methodical Work at Kostanay State Pedagogical Institute (Kostanay). From May 24, 2016 to April 7, 2017, he worked as the Chief of the Staff of the Rector of I.Zhansugurov Zhetysu State University (Taldykorgan). On April 7, 2017, by the order of the Minister of Education and Science of the RK he was appointed to the post of Vice-rector on Innovative Work and Strategic Development of I. Zhansugurov Zhetysu State University. On January 29, 2018, Tolegen Mukhtar Adilbekovich by the order of the Minister of Education and Science of the RK №7-нс was appointed the rector at Sarsen Amanzholov East-Kazakhstan State University. He was the member of the REMS on the basis of Kazakh State Women's Teacher Training University since 2012, member of the EurAsEC Education Council under Integration Committee (Minsk), member of the Political Council of the Kostanay regional branch of the Nur Otan party (2012-2016). On May 31, 2017, he became the holder of the First President of the Republic of Kazakhstan – the national leader grant on scientific theme: "The role of the First President of the Republic of Kazakhstan N.A. Nazarbayev in the formation of a common information space in the Republic of Kazakhstan" During his career, he was awarded the following departmental and government awards: “Honorary Worker of Education of the Republic of Kazakhstan” badge and “75 years of Kostanay State Pedagogical Institute” jubilee medal in 2014, winner of “The Best University Teacher -2014”, Gratitude of the President of the Republic of Kazakhstan in 2015, “Y. Altynsarin” badge in 2017. Tolegen M.A. is the holder of “75 years of Al-Farabi KazNU” anniversary badge (2009).
KUVANDYKOV ALIBEK USERBAEVICH (02.09.1954)
Graduated from Kazakh Pedagogical Institute named after Abay in 1976. Abay Kazakh Pedagogical Institute, 2004 - Akmola University of Technology and Business. Since 1990, he has been working as a postgraduate student at the Russian Academy of Management in Moscow. In January 1993, he defended his thesis and received the degree of Candidate of Sociological Sciences. In February 2008, he defended his doctoral thesis and was awarded the degree of Doctor of Sciences in Economics. For more than 20 years he has been engaged in scientific and practical activities. Author of more than 80 scientific works. In 1995 - 1998 he participated in drafting the laws "On Public Associations", "On Parties", "On Science", the State Program of Mass Sports Development, the Regulation "On the Presidential Test of Physical Fitness of the Population of the Republic of Kazakhstan", the State Program of Education Development in the Republic of Kazakhstan, etc. Worked in state bodies for more than 25 years. From 1977 through 1990 he worked in party and state bodies of Kazakhstan. From 1993 through 1997, he worked in the Administration of the President and Prime Minister of the Republic of Kazakhstan. From 1997, he worked in the system of the Ministry of Education and Science of the Republic of Kazakhstan. Worked as adviser to the Minister, Head of Department, Deputy Chairman of the Committee, headed the educational structures of the Ministry of Education and Science. He was Nazarbaev's trustee during the Presidential elections. Member of Nur Otan party. Awarded the Order "Kurmet", the medal "Eren enbegi ushin", two commendations of the President of the Republic of Kazakhstan N.A. Nazarbayev, breastplates "Y. Altynsarin", "Honorary Worker of Education of the Republic of Kazakhstan".
Born on November 24, 1972 in Aksuat village of Tarbagatai district of East Kazakhstan region. In 1995 successfully graduated from the Faculty of History of Semipalatinsk Pedagogical Institute named after Shakarim with qualification "Teacher of History and Social Science, Methodologist on Educational Work". In 2001 he graduated with honors from the Kazakh Law Academy with the qualification "Lawyer", and in 2003 graduated from Semipalatinsk State University named after Shakarim with a degree in "Economics and Management at enterprises" with the qualification "Manager-economist". Meir Garipollayevich has been working in the system of higher school since 1995, where he worked his way up from a teacher and assistant rector to rector and professor. For 12 years his professional activity was connected with Semipalatinsk State Pedagogical Institute, where he worked his way from assistant rector and teacher to rector and professor. In June 1997 he was hired as assistant to the rector of Semey State University. 2004-2008 - vice-rector on financial, economic and economic work of Semipalatinsk State Pedagogical Institute, first vice-rector - vice-rector on educational work of Semipalatinsk State University named after Shakarim. 2008-2012, February - rector of Semipalatinsk State Pedagogical Institute. In 2001 protected the master's thesis on a theme: "East Kazakhstan in years of power modernization (20-30th years)", and in 2006 - the doctoral thesis on a theme "Social and economic development of East Kazakhstan (second half XIX - the beginning of XXI centuries)". M.G.Eskendirov is the academician of the International academy of sciences of pedagogical education (2006), and also the academy of pedagogical sciences of the RK (2009), the International academy of Chingishan Mongol Uls. M.G. Eskendirov is awarded with I.Altynsarin medal, breast medal "Honorary educator of the Republic of Kazakhstan", Honorary medal of the National Olympic Committee of the RK (2008), he is the holder of State scholarship of the Ministry of Education and Science of the RK for young and talented scientists (2006). She is the author of more than 70 scientific and scientifically-methodical works, including two monographs: "East of Kazakhstan: on the junction of centuries (second half of the XIX - the beginning of the XXI centuries) and "East Kazakhstan in years of power modernization (20-30)", which are widely used in educational process. The author of the electronic magazine "History of East Kazakhstan (regional history)", one of the authors of the collection of documents "Unknown pages of the history of Semipalatinsk Priirtyshie (20-30 years)", the encyclopedia "Shakarim". For the fruitful activity in the sphere of the higher school M.G.Eskendirov is awarded by the medal of I.Altynsarin, a breastplate "the Honourable worker of the education of the Republic of Kazakhstan", a breastplate of the National Olympic committee of the RK, the anniversary medal "20 years of Independence of the Republic of Kazakhstan". In 2012 - Rector of East Kazakhstan State University named after S. Amanzholov.
Beibit Mamrayev was born in 1957, Nurinsky district of the Karaganda region. He is Doctor of Philology, professor, academician of the Eurasian International Academy of Economics. Since 2000 he worked in Administration of the President of Kazakhstan and managed the sector of science and education. In 2005 - 2006 he was the Minister counselor of the Embassy of Kazakhstan in the Russian Federation, has a diplomatic rank. In 2006 he was the state inspector of Administration of the President of Kazakhstan. According his initiative the Development strategy of the University for 2009-2011 was accepted, and the National Scientific Laboratory of collective use on Nuclear Technologies and Technologies of Renewable Power was opened in EKSU. In September 2009 EKSU was included to the 600 of the world university leaders who united around the Great Charter of Universities for realization of the principles of Bologna Process.
Born in 1951 in Karaganda. Doctor of chemical sciences, academician of the National Academy of Sciences of the Republic of Kazakhstan, laureate of the State Prize of the Republic of Kazakhstan, holder of state scholarship for his contribution to the development of science and technology. Honorary Worker of Education and Honored Worker of Education of the Republic of Kazakhstan, awarded with the gold medal of the RAS "For Contribution to the Scientific Partnership". With his participation the monument to S. Amanzholov was opened, the Center of Health named after A. Trunov was opened. The monument to S. Amanzholov was opened with his participation. K. Ryskulbekov, the laboratory of television and radio journalism, the Research Institute of new materials and biotechnology. It actively implemented information and communication technologies, equipped Internet cafes, electronic reading rooms. Preserving the memory and traditions, on his initiative, the offices and structural subdivisions were given the names of the university veterans who contributed to its development.

The library was able to acquire a large amount of academic literature.
Born in 1950, Kyrgyz SSR, Osh region. Doctor of Technical Sciences, professor, academician of the Higher School and the Engineering Academy of the RK. Excellent educator of the RK, awarded the honorary title "Honored Worker of Kazakhstan", awarded the badge "For merits in the development of engineering in the RK". Initiator of the University Development Program, thanks to which the financial and economic activity of the university gained stability. He placed the main emphasis on the modernization of educational process on the basis of the newest educational technologies, quality of training of specialists, strengthening of potential of scientific - pedagogical staff. Actively implemented a credit system, strengthened the material and technical base: equipped laboratories of physics and chemistry, opened the forensic center. Grants were established for young scientists, summer language internships were held for the first time, and international cooperation was strengthened. An experiment in in-depth study of the state language was conducted. EKSU was named after S. Amanzholov.

On his initiative in 1991, UKPI was transformed into the EKSU - the third university in the republic and the first one created in Kazakhstan after the Republic gained independence; he has also created the first in the country University of International Partnership - KAFU. He was the initiator of introducing the testing system in the Republic of Kazakhstan, the idea of trilingualism in education, a system of continuous multi-level education, thanks to which for the first time in the country the bachelors and masters degree were trained at EKSU. Developed research, strengthened the material base: the university received several large buildings, an educational-scientific-industrial complex was built on the Siberian lakes; the balance of UKPI transferred to the orchard "Pankratievsky garden". EKSU became a member of the Eurasian Association of Universities and the Open University of Siberia Association. A branch of EKSU in Mongolia was opened.

Doctor of Pedagogical Sciences, Candidate of Physical and Mathematical Sciences, Professor, Academician of the International Academy of Akmeological Sciences, Kazakh Academy of Social Sciences, Corresponding Member of the Academy of Sciences of Higher School of the RK. Awarded the honorary title "Honorary citizen of Kazakhstan". Initiator and leader of the experiment of Union significance on multilevel training of specialists in "Bachelor-Master" system. On his initiative in 1994 on the basis of EKSU held a meeting of rectors of leading universities in Russia and Kazakhstan, the result of which was signed the "Agreement" on the joint activity on the training of scientific and pedagogical staff. The appeal to presidents N. Nazarbaev and B. Yeltsin about necessity of assistance in acceleration of integration processes in the field of higher education of both countries was accepted, which was especially important for Eastern Kazakhstan, directly bordering with Russia. He actively participated in the opening of the International Higher College of Economics, Law and Humanities (KAFU) at EKU.

Yumash Uvaliyev was a professor of Chemistry, Candidate of Technology, honored worker of the Higher school of KAZSSR and the Republic of Kazakhstan. Also he was "Honorary professor of EKSU" (1993), "The honorary rector of EKSU" (1999). He was participant of the Great Patriotic War. Yumash Uvaliyev was the author of the first textbook in Kazakh language on Physical Chemistry. His scientific interests were connected with rational and full use of the Karatau phosphorites, a research of the theory of crystals. His outstanding work and organizational qualities of the rector of UKPI which formed material resources and team of high quality professionals, laid the foundation for transformation of institute to the university.
He was born in Kara-Kuduk tract of Tavricheskiy district, EKR. Professor of Chemistry, Candidate of Technical Sciences, Honored Worker of Higher School of the Kazakh SSR and RK. He was "Honorable professor of EKSU" (1993), "Honorable rector of EKSU" (1999). He was awarded with the "Badge of Honor" and "October Revolution" Orders and medals. He served as rector for almost a quarter of a century. During this time the young provincial institute, remote from scientific centers, due to the purposeful and longstanding work of the rector it became one of the leading Kazakhstan institutes: in 1975 it was included in the list of first category universities, in 1982 it was included in the list of ten best universities of the USSR. In the short term was put into operation the main classroom building on the 30th Guards Division Street, built four student dormitories for 2200 seats, 105 apartment house for the faculty, dining rooms, medical center, swimming pool and much more. Much attention was paid to qualitative training of teachers, the teaching staff was stabilized and grew, scientific directions and schools were intensively developed, new faculties and departments were opened. Close scientific and professional ties were established with the leading universities of the Soviet Union. Yumash Karimovich is the author of the first textbook in Kazakh on physical chemistry. His scientific interests were connected with rational and full use of Karatau phosphorites, and the study of the theory of crystals. Dedicated work and outstanding organizational qualities of Rector Uvaliev Y.K., who created the material base of UKPI and a team of highly skilled professionals, laid the foundation for the transformation of the institute into a university.
Born in 1904, Akmola Province, Kokchetav County. The candidate of pedagogical sciences, the associate professor on faculty of psychology, the graduate of the Central Asia university (Tashkent, 1924-1929, pedagogical branch of east faculty), from family of the teacher of aul elementary school. In 1946 he was awarded a medal of the Supreme Soviet of the KazakhSSR "For Valorous Labor in the years of the Great Patriotic War 1941-1945". He published the first textbook on psychology for pedagogical institutes and universities in the Kazakh language. He supported and strengthened the traditions, he was an excellent organizer, he became the 1 stabile director, under him formed the backbone of the teachers of UKPI, was built a dormitory for 440 beds. The institute began to gain fame in the republic.
Born in 1916 in the Tatar ASSR. Candidate of Physical and Mathematical Sciences, Associate Professor, Head of the Department of Mathematics. From the family of a rural teacher, graduate of Kazan University named after Lenin (1940). Participated in the war in 1941 in the 8th Guards Panfilov Division, was seriously wounded. Awarded the Orders of the Combat Red Banner, Red Star, medals. The main attention in his activity he paid to the selection of the qualified personnel for the young university. At his request, the best graduates in mathematics from KazSU and KazPI were sent to the institute.
Born in 1903, Altai province, Zmeinogorsk district. In 1920 he graduated from the first Altaisky provincial teacher training courses, and in 1939 he graduated by correspondence from the Alma-Ata PI named after Abay. He participated in the Great Patriotic War and was awarded the awards of the Great Patriotic War of the 2nd degree, Red Star, medals "For the victory over Germany and Japan", "For the capture of Budapest", "For the liberation of Prague" and 11 commendations of Stalin. Thanks to his good organizational skills, he did a lot to unite the new team and solve numerous financial and household problems in the first steps of the establishment of the university.
